Twenty ways I would make the U.S. a better place.

This was a little something I wrote (or ranted) about a month ago after a discussion on how America was giving away essential freedoms. It was postulated, "how would you make it better" by a friend of mine. Well...here are twenty ideas. It's a start.
One, I say (and this might not be popular) that ANYONE (minus terrorists, criminals) can become a citizen IF they serve for five years minimum in the U.S. Armed forces and graduate ESL. That doesn't mean they need to go into battle, it just means they need to work for the country they're going to be living in and making money in.
Two, the government regulates major corporations. No more monopolies, no more red tape and off-shore shenanigans. If a corporation is going to be operating in the U.S. or in U.S. waters, it needs to comply with U.S. laws and safety regulations and be held accountable for their actions.
Three, Health care will be provided by the government OR you may choose to provide your own payment/insurance, but no American will go without care.
Four, drugs will be a controlled substance, regulated and legal for purchase in by licensed distribution centers. (Imagine the money they’ll make on taxes alone, the farmers who will be back in business, and the manpower they’ll be able to redistribute. This one can be argued all day that cartel drug lords will burn farms and strong-arm distributers to carry ONLY their produce, forcing the price and thusly, demand up as we saw at the end of prohibition but that will quickly dissipate.) Penalties for drug-use in public places will be treated the same as alcohol abuse is today. State-funded doctors will be employed to help rehabilitate offenders/addicts.
Five, elected officials will not be allowed to spend more than a designated amount on campaigns. Radio, print, and television advertisement time will be donated by networks and compensated by slightly higher costs to advertisers during those slots. Slanderous ads and mud-slinging will result in forfeiture of candidacy. All campaign spending will be audited and available for public viewing immediately following elections. Illicit use of campaign funds will result in forfeiture of office.
Six, schools will become one of the highest funded state programs resulting in better educations, zero overcrowding, better nutrition, more selection, and more teaching jobs.
Seven, petroleum products will be taxed higher, MUCH HIGHER, resulting in less demand for oil and more demand in renewable and zero-emissions fuels. Public transportation will be much less expensive and more convenient. All public transportation will be federally funded as well research and development grants for renewable resource fuels will be more readily available through federal funding programs.
Eight, NASA will become one of the highest recipients of federal funding and will work more regularly with top scientists/specialists from other nations.
Nine, every TWO years, federal, state, and local budgets will be audited and publicly available, thereby insuring tax-payer money is being used appropriately and efficiently.
Ten, tax incentives for small businesses and government aid will be provided for the first five years of operation. This will insure growth in the small business sector, inspiring competition on the open market and a healthy capitalist-driven economy. The U.S. will once again become a product manufacturer and not just a consumer.
Eleven, stock trading will be regulated by the federal banking system insuring inside-trading, junk trading, and financial melt-downs like the housing bubble never happen again.
Twelve, the Electoral College system will be revamped. Popular vote will count. Every American has a voice that will be heard, not just by a few select who vote in your favor, but EACH AND EVERY CITIZEN’S VOTE WILL COUNT.
Thirteen, State and Federal assistance programs will no longer be dished out like candy. As a person on welfare or state/federal support (food-stamps, Medicare, social security) you will be required to provide your information to the government for annual audits. This will insure the cessation of fraudulent use of state and federal funds.
Fourteen, banks insured by the FDIC will no longer be able to take advantage of customers/consumers. Credit card companies will have limited charges they can administer each year and only by customers written consent. This will result in greater competition between banks and creditors, lowering interest rates, and making credit more available for qualified consumers. Banks will no longer be able to gouge customers with overdraft/over-limit fees. If you don’t have money, you will not be able to spend more/give more to a bank. (I have some really great ideas on how this will work…it will create more jobs as well)
Fifteen, Freedom of Speech/press will be granted (for real this time). Unconditional freedom of expression, religion, sexual preference, etc. will be granted to ALL AMERICANS.
Sixteen, more funds will be spent on preserving the national parks/wild life reservations. Small fees and taxes will be imposed on tax-payers to insure the longevity and health of these natural treasures.
Seventeen, “Net-Neutrality” will be a LAW. The internet, information, and communications online will be available to all. Corporations with intent to profit, gouge, and extort consumers, ISP’s and bandwidth providers will no longer have control over bandwidth speeds or content.
Eighteen, with regards to religious preference, no laws will be made or edited to accommodate a religious group’s beliefs. Church and state will be completely separate. Religious practices will be encouraged as long as they do not endanger others or impose on other people’s beliefs and/or practices.
Nineteen, the Judicial Branch will no longer be allowed to pass judgment on any issue that grants power to a public or private entity. Any grants of power (legal or otherwise) must go before Congress.
Twenty, gratuities will no longer be considered taxable income. Minimum wage will be paid to tipped employees insuring the strength and welfare of the working class/service industries.
